Your BTO Renovation Timeline: What to Expect After Key Collection in Singapore

A BTO renovation timeline starts with a site-ready flat, an agreed scope and the approvals needed for that work. Key collection, the start of renovation and move-in are three different dates. Planning them separately helps you avoid booking deliveries or ending a tenancy before the home is ready.

For initial planning, allow around 6–12 weeks for renovation works, within a broader 2–4 month key-collection-to-handover journey. Treat these as indicative planning allowances, not a promised schedule. Defect rectification, materials and the actual scope can change the programme. Your contractor must also plan within the applicable HDB permit conditions.

Your BTO renovation timeline at a glance

  1. After key collection: inspect and document defects, arrange rectification and take site measurements.
  2. Before work starts: confirm the layout, quotation, material choices, service points and permit requirements.
  3. During renovation: coordinate approved site preparation, wet works where applicable, services, carpentry, finishes and fittings.
  4. Before move-in: complete inspections, record outstanding items, arrange cleaning and confirm access for furniture and appliances.

Some decisions and off-site fabrication can run alongside other activities. Others must wait: a countertop may depend on installed cabinets and final measurements; concealed service points should be resolved before the surfaces covering them are finished.

1. Check defects before starting renovation

Photograph and record issues room by room before renovation changes the original condition. HDB advises reporting defects within one month of collecting your keys and before renovation begins. Use the Building Service Centre or the online rectification route, and coordinate access and outstanding items before affected renovation work starts. Refer to HDB’s defect rectification guidance.

Walk the actual flat with your renovation team. Confirm dimensions, retained finishes, door swings, appliance positions and the spaces you intend to change. A floor plan is useful for discussion, but site measurements should inform the details that will be built.

2. Confirm scope, materials and permit requirements

Separate the decisions needed before work from those that can wait. Kitchen appliance dimensions, power points, plumbing positions and carpentry layouts affect one another. Ask for a decision schedule showing what you need to approve, by when, and which work depends on that approval.

HDB distinguishes work that requires a permit from work that does not. Use a contractor listed in HDB’s Directory of Renovation Contractors and confirm the requirements for the actual scope. For newly completed blocks, HDB states that renovation works must be completed within three months from the permit date. This is a permit condition, not a guarantee that every project takes three months. Check HDB’s current renovation information and your permit.

Do not assume every bathroom finish can be removed after key collection. HDB’s building-work guidelines include a three-year restriction on removing bathroom and toilet wall and floor finishes in newly built flats. Confirm the permitted approach before including such work in the programme.

3. Sequence site work and carpentry together

  1. Protection and approved preparation: protect retained items and complete any agreed removal work that is permitted.
  2. Wet works and services: coordinate tiling, waterproofing where applicable, electrical work and plumbing. Allow for the specified drying, curing and inspection requirements.
  3. Ceilings, surfaces and carpentry: check the site conditions and measurements needed for fabrication and installation. Plan painting stages and touch-ups around the agreed sequence.
  4. Countertops, fittings and final checks: coordinate measurements, installation and testing before cleaning and handover.

For example, selecting a different sink after cabinet details are approved may affect the cut-out, storage and plumbing arrangement. Record the change and agree on any cost or timing effects before proceeding. Our renovation project management guide explains how decisions, responsibilities and site progress fit together.

4. Plan handover separately from moving day

Arrange a joint inspection and record items that require attention, who will handle them and the agreed follow-up. Confirm that the spaces you need are ready before scheduling bulky furniture, appliances and the move. Leave an agreed allowance for outstanding work and delivery changes rather than treating the planned last workday as an automatic move-in date.

What commonly changes the programme?

  • Unresolved defects: affected work may need to wait for rectification.
  • Late decisions: changing layouts or specifications can require revised drawings, orders or measurements.
  • Material and fabrication lead times: confirm availability before fixing dependent installation dates.
  • Scope and site conditions: more rooms do not automatically mean a longer project; the work within them and its dependencies matter.

BTO timeline questions

Can I start planning before key collection?

Yes. Prepare a floor plan, storage priorities, appliance shortlist and budget brief. Confirm site-dependent dimensions and the condition of the flat after access is available. Start with our BTO renovation planning page.

Does every BTO renovation take the same number of weeks?

No. A fit-out retaining supplied finishes differs from a larger scope with more custom carpentry and permitted site work. Ask for a programme tied to your quotation, decision dates and material availability.

What should I prepare for a timeline discussion?

Bring your key-collection date or expected access date, floor plan, defect status, desired move-in date and renovation priorities. Review the renovation cost guide alongside the schedule so the budget and work scope remain aligned.
